My low rating is because Powell Street Plaza is not easy to get to without a car. Yes, there are buses, and the Bay Trail adjoins it, but if you're riding the bus to go shopping, there are generally far better places to go - same goes for riding your bike! And if you DO take your car, the parking lot is always crowded.I can really only recommend Powell Street Plaza if you need to shop for something at a particular store...
